In the meeting, the RSA affects nearly 100,000 households, covering 230,000 inhabitants, more than one in four inhabitants, shows the report published on January 13 by the Court of Auditors. Main social minimum distributed (679,€3 million in 2020), Active Solidarity Income has contributed to reducing the monetary poverty rate of the population, from 47% in 2009 to 38% in 2017. “But the RSA still plays the role of a poverty trap, underlines the Reunion summary of the report : the majority integration offer for beneficiaries, subsidized contracts, temporarily improves their income without integrating them sustainably”. In the eyes of the Court of Auditors, the objective of returning to employment has not been achieved, on a national level, for almost two thirds of beneficiaries. In Reunion in 2019, 56% of benefit recipients had been on RSA for at least five years and 16% for at least ten years. “Too many beneficiaries, two thirds, are directly oriented by the department towards a career path managed by Pôle emploi. Or, because of their social constraints, they first come under departmental support”, notes the report.
