According to the law promulgated in 2015, agricultural competence is exercised by the regions. Reunion Island has so far been an exception, the Department having retained jurisdiction over the agricultural sector and even assumed the management function of the EAFRD (the European agricultural aid fund) from previous programming. “In compliance with legislative texts and in a logic of consistency”, the Regional Council wanted to recover agricultural competence, “inseparable from economic development, of the agri-food sector and innovation”, areas she is already in charge of, in addition to land use planning, national roads, of training… This transfer will be effective on January 1, 2028. Taking into account the temporality of European programs, the Region has agreed to leave the exercise of agricultural competence to the Department until the completion of the European EAFRD 2023-2027 program, transitional period during which the gradual transfer of this skill must be organized. “In Reunion, the harmonization of skills between the Region and the Department around coherent blocks is all the more important as they operate in an identical territorial field”, comments the Regional Council.
