It was on June 8, 2022 in Trois-Bassins that Cyrille Melchior, president of the Departmental Council, inaugurated the first movement of the caravan of access to rights and information. A Department vehicle intended to carry information to people who do not go to social services, designed to be able to conduct personalized interviews without an appointment. The needs are such that the Department, on the occasion of this first anniversary, is preparing to announce the entry into service of several other caravans.
Digital divide, distance from public services, family difficulty, precariousness... There is no shortage of reasons justifying the Department's approach to reaching out to vulnerable populations. What are the rights and where to go? ? To these two questions, the departmental institution provided a “mobile” response with the caravan for access to rights and information, a truck in the colors of the Department which has been traveling throughout Reunion for a year. A sort of traveling antenna of the Department, the caravan allows the Department's social services to reach individuals and families who, until then, remained away from its aid and social support systems. The caravan also carries awareness-raising actions among parents. (health advice, food…) and on parenting in general, as well as health prevention, particularly against domestic violence. Depending on the issues presented, people can also be referred to other social action services and other public services. Overindebtedness, help with home improvement, quarterly declaration to the CAF, etc. : the support offer touches all social aspects of family life.
New caravans from June
Listen to people, let them know their rights, guide them, help them complete their files, etc. : the professional team mobilized every day by the caravan varies, car, from one municipality to another, the difficulties to be resolved are not necessarily the same. The caravan travels according to a schedule established in partnership with the municipalities. Reception is from 9 a.m. to 2 p.m.. Caravan stops are regularly updated on the Department website www.departement974. However, some themes are general, following the example of maternal and child protection and health. This is why the modalities of intervention are evolving from this month with the commissioning in the coming days of several caravans for access to rights and information - two or three - in order to increase the mobile reception capacity and to further target interventions.

“It is important to remember first of all that this caravan of access to rights and information is the fruit of the desire of departmental advisors to build a policy of reinforced proximity with our fellow citizens.. Who says reinforced proximity necessarily means adapting to the needs of our citizens, which implies a strengthening of the approach of “going towards”. This is the whole meaning of this caravan which, since a year, travels the roads of Reunion to meet the most vulnerable and populations in remote and isolated neighborhoods. After a year, we note the effectiveness and relevance of the system, which now allows us to amplify this movement with the launch of new caravans. We want to be as close as possible to the people of Reunion, and we are, very concretely, on a daily basis. »
